Dixie Heavener, Title III Project Director and Career Counselor
Dixie Heavener serves in dual roles as the Title III Project Director and Career Counselor for Eastern West Virginia Community and Technical College. Heavener is a graduate of West Virginia University with a master’s in business administration. Additionally, Heavener has over 27 years of experience in both the public and higher education sectors. In her role as the Title III Project Director, Heavener oversees the accomplishment of major tasks and objectives to meet grant goals and performance measures through a collaborative effort with administrators, faculty, and staff.
Heavener is passionate about working with the students and alumni of Eastern West Virginia Community and Technical College as the Career Counselor. Through Title III funding, she is busy implementing many online resources including Focus2Career, Handshake, and Credly Verified Digital Badges, as well as an in-print resource library located in the Career Services Center (Room 111). Jennifer Rexroad, Title III Advancement Specialist
Jennifer Rexroad is the Title III Advancement Specialist. She has a background in non-profit organizations focusing on meeting the needs of individuals and communities. Rexroad is now applying those skills to higher education by supporting the college’s non-profit foundation in forming relationships among the college and the communities in the six-county service district. In her role with Eastern’s Foundations, she also assists with event and database management. Rexroad also provides administrative support to the Title III ATTAIN program. She resides in Davis, with her beloved clumber spaniels: Pluto, Oskar, and Winston.
Melissa Kelley, Online Instructional Consultant
Melissa Kelley is our part-time Online Instructional Consultant. She works full-time at West Virginia University where she has held a variety of positions over the years including program coordinator, student support coordinator, faculty, etc. Her areas of expertise are teaching, program coordination, advising, student support, recruitment, and transfer credit. Melissa is a West Virginia native growing up in Tucker County. She received her Bachelor of Arts in Elementary Education at West Virginia Wesleyan College and her Master of Arts in Curriculum and Instruction at Shepherd University. In addition to her work at Eastern and WVU, Melissa also serves on the West Virginia State Board of Barbers and Cosmetologists.

Location and Hours
Find the Career Services Department on the first floor of the main campus building (Room 111). Regular Operating Hours are Monday through Friday from 8:00 a.m. to 4:00 p.m. Evening appointments are available by appointment only. Project Overview
Through a Title III grant awarded by the US Department of Education in October 2021, Eastern West Virginia Community & Technical College (Eastern) is undertaking a comprehensive approach to improving student retention and graduation.
Specifically, ATTAIN is embarking on the following components:
- A redesigned advising model with software-assisted intrusive advising.
- Enhanced career services programming with career exploration tools.
- Expanded instructional innovation with augmentation of online learning.
- Improved data analysis and implementation, including assessment.
- Increase the Foundation’s capacity to support student retention and success with improved services and systems.
ATTAIN’S Goals
Academic Programs
Goal 1A: Improve student retention and graduation rates for first-time, full-time degree-seeking students by implementing augmented career services and improving instructional practices through innovation in support of Eastern’s Guided Pathways initiative.
Goal 1B: Improve student retention rates for first-time, part-time degree-seeking students by implementing augmented career services and improving instructional practices through innovation in support of the Guided Pathways initiative.
Goal 1C: Improve student engagement, as well as fiscal stability of the institution, by systematically assessing learning supports associated with the Title III program.
Institutional Management
Goal 2A: Reduce academic warnings, probation, and suspension through timely, targeted, proactive intervention strategies, including career counseling strategies, intrusive advising, instructional innovation, and student assessment.
Goal 2B: Improve students’ career readiness as part of their educational programs through Eastern career initiatives.
Goal 2C: Strengthen data analysis infrastructure and college systems to improve learning outcomes and assessment, including the purchase and implementation of new data assessment and analysis tools.
Fiscal Stability
Goal 3A: Improve fiscal stability by recapturing student tuition through increased retention of first-year students to the second year by ensuring completion of their goals and/or graduation.
Goal 3B: Strengthen the capacity of Eastern Foundation to support retention and success through improved processes and services.
